I have had this problem 2 times , but the users are no longer registered, so it wont really help. I think these guys register and re register until they catch someone out.
RJB advised me to set my preferences to only accept bids from ebayers registered in the UK . This will help.
Its not so bad if you list at a low price for a small amount of money , but if you promote the item ( costing around £10 ) and you get cliped , it cost alot of money as ebay only give the listing fee back for free ( around 15p))
