Who gets FLUB-bed is upto BA alone.
Sometimes the seats are available on online check in but beware that the seat assignments doesn’t always stick and you will be put into any available CW seats. So beware choosing the First Class cabin seats if first is not sold.
Just a quick follow up to this, I set an expertflyer alert for those seats in F (row 1 and 2) on my LHR-SAN 77W flight and those seats became available about 48-72 hours before the flight. I grabbed 1K and 2K for us, and shortly after, noticed the rest of the seats moved to assigned. The aircraft was booked completely full based on the rest of the seating chart, so I presumed those would stick...and they did. We checked in, checked bags, and boarded in those seats. Wow, they were fantastic. I noticed everyone else in the cabin seemed savvy to the seats too. My spouse and one other spouse were verbally raving about the seats, and the rest of us were enjoying the fruits of our seat hack labors.

I am a fan of FLUB! My next SAN-LHR-SAN flights seem to be selling F as an option on the 77W though, so maybe the route is becoming more high profile,
