Yes, with the new seat guarantee this is impossible. Instead of releasing the real number of seats upfront, they release 2 and later feed more seats to the waitlist.

I think it still is possible to waitlist awards so one way to possibly get 4 on the same flight is to book 2, and then waitlist 2.
