I don't know if Federal CFPB is gonna take [a stronger] action based on the volume of the complaints, but other "individual" options include state-level consumer protection agency, state Attorney General, small claims court (depending on what's at stake and cost to file).
BTW, I forgot where I saw it, but I believe I saw some information online that indicated that Incomm has already gotten into legal hot water with a few states [likely over some other thing(s), as protecting one from one's gift cards funds is a relatively recent game they are playing].
But is there still a thing called CFBP? I thought it has been shutdown.
