Yes unfortunately that is correct. Vueling Avios flights can't directly be booked via BA, you have to transfer your Avios to Vueling via Combine my Avios and then it is purely based on the cash price (so it's terrible value).
I wasn't looking to book a Vueling Avios flight, just to add a cash booking onto a reward flight which apparently isn't possible.
