Either way it would give you top priority for PY because you paid for that seat and so it's not an upgrade for you. That gives priority over anyone for whom it's an upgrade.
GEN.R probably has a latitude fare. That gives a higher priority for J than PY (lowest). But PY is still an upgrade for him but you have a paid PY ticket. That's why you're higher on the PY list.
I just noticed that the wiki on upgrade priority says that all PY is ahead of all Y. My experience contradicts this.
Multiple times I've seen people on the upgrade list for PY (meaning they likely paid for something less than PY) ranked higher than me on the J list when I had a PL ticket but never when I had a PF ticket.
The people on the PY upgrade list theoretically could have been on standby with a PF ticket, which would explain their higher J ranking, but this situation has happened many times with me, including when there was plenty of upgrade space.
In that case I would assume they could just immediately assign a PY seat to anyone with a PF ticket who wanted that flight, thereby avoiding the PY upgrade list.
It's also consistent with the fact that latitude clearance windows are on par with PF clearance windows, but PL clearance windows are shorter than both.
So I'll go out on a limb and say there's a high chance that the wiki is wrong about all PY having priority over all Y for J upgrades. My strong belief is that latitude Y gets a higher priority for a J upgrade than PL.
Anyone have any experience to confirm or reject this hypothesis?

You're high (#2 at the moment) on the PY list because you paid for PY, and therefore have priority over eUps.
You're at the bottom of J because "eUpgrades from people not confirmed on the flight" are below "eUpgrades from people confirmed on the flight".
If there were space in PY, and I were remotely confident you'd even be in the top 5 now, I'd say "just do a SDC". But there isn't, and I'm not.
That's not true. See the wiki for general priority, and my above correct explanation for this specific case.
I just made a post saying why I believe the wiki is wrong on this point. But I will consider your information and accept that I might be wrong
