My flight was delayed so I put myself on standby to an earlier flight today. But I also noticed that the ranking seems off. I am above certain person in PY upgrade list but GEN.R is infront of me for J. I am number 17 on J but number 1 on PY.

I'm assuming your original ticket is PY (lowest) and not PY (flex).
Either way it would give you top priority for PY because you paid for that seat and so it's not an upgrade for you. That gives priority over anyone for whom it's an upgrade.
GEN.R probably has a latitude fare. That gives a higher priority for J than PY (lowest). But PY is still an upgrade for him but you have a paid PY ticket. That's why you're higher on the PY list.
