the 5% retail and online offer is basically another category you can earn in? With a spending cap of $1600?

I'm a bit confused about the offer since it doesn't seem to be anything special. I basically get another 5% category for the whole year with a monthly spending cap of $1600.

If you have other offers which stack, it may make it more attractive. If you don't have any offers than the best way to maximize would be spending at Dollar General/Dollar Tree? (I think Dollar General counts as department store)
