I doubt it. IME the phone reps see the exact same thing we can see online. But maybe it's worth a shot just to make sure.
With regard to foregoing the $250 credit, why would I want to do that? In my case, I do want to use this benefit to book for $1000 - $1400 for 2 nights less the $250 and cover the remaining balance with points at a minimum of 1.65 cpp (even nicer would be 2 cpp). That way I feel like I'm getting a good value on this stay. And of course I also want whatever benefits that come along with an Edit booking rate.
