When operational upgrades are required there is a pecking order of passenger-candidates. Civic dignitaries, politicians and TK friends&family may trump the ordained order, especially when selection is locally controlled.
I am sure that at far-flung outstations, all sorts of non-published considerations trump TK's stated order for upgrades. I have seen the Turkish general manager of a 5-star Bonvoy hotel in town together with his entire family being upgraded although for sure the kids and the parents were not even close to Elite-adjacent.
