Cannot might be cited from time to time as a corporate rule (especially by non SE), but it's by no means a technology limitation. Thousands rebooked on WS, PD, etc during AC's recent and future strikes. APPR (though mostly a joke--agents laugh and say they aren't legal or lawyers) spells out requirements for large Canadian carriers.
