IME, yes, as long as the need is not immediate. That said, I've never waited more than 30 mminutes for the desired outcome. The only time they could not perform my descired change was because the computer had not yet updated my PNR with a schedule change. A few hours later it had, I messaged them and 10 minutes later I was reticketed on my new flights.
