I understand the second sentence. What does the first sentence mean? It seems to say that all segments must be upgraded and that all segments must clear.
Unless DEN-FRA-FAO is the same LH flight number, then you are not making a stop but rather connecting in FRA with two separate flight numbers. As such you could request an upgrade on the first segment and then another request for the second segment, ie. they are independent of each other.
