The LufthansaGermanAirlines account, which is an official Lufthansa account here, is a good contact for this, you can either send them a PM or contact them in the lurker thread (sticky).

As for the processing time, my longest downgrade took over a year to refund (and was processed after the Lufthansa account got involved).
