In the US, customs and immigration happens at the same point, and they always ask citizens (i.e. “interview”) some questions with a dual purpose: to confirm the identity and to know if they owe customs duty.
As a US citizen, I was always interviewed in such way. Even Global Entry or MPC does not eliminate the officer interaction (although minimal).
