This should also meet the OP's public transportation requirement; if you're willing to put up with HIX Causeway Bay, the CP isn't much further away, and you get a lot more hotel for your money -- it's consistently one of the highest CPP redemptions out there.
ICGS for HK$1200??? Or less???? I spend 6 weeks a year there... you need to tell me your secret! Cheapest I've seen is HK$1500 (for prepay, no cancellation), and the upgrade (I'm told) is to a "Premium" city view. I will usually snag a Premium City view for HK$1700 and get upgraded to a harbour view. With the lounge (earned with a milestone), that is a great value. I love the area... 10 minutes +/- walk to any number of bars and restaurants. Take a run on the promenade. Short walk to two MTR lines. Best value in HK!

You are right that Crowne Plaza is also great choice, albeit more expensive. I usually stay there when I can combine a points stay with a CSU, and THAT is a fantastic deal (when paying for it, I think ICGS is a better value)! The Executive Suite there has windows on 3 sides of the building! Wedging into the tight spaces for a meh breakfast is a bummer. but is more than offset by the Diamond perk at the rooftop bar is nice during happy hour. Drinks, snacks, and a good atmosphere. Get a racetrack view room. It's not as nice as looking at Victoria Bay, but it's still pretty cool. Wednesday night is race night, and that is a lot of fun.
