Yes - don't forget to submit it, it's called SG Arrival Card, there's an app, and a Website, you can use either:
https://www.ica.gov.sg/enter-transit...g-arrival-card. Submissions open 72 hours before your arrival, and, TBH, if you forget, you can quickly submit while waiting in the immigration queue. But I'm with you, I prefer to be overprepared than in trouble - submit on time :-)
Also, unless it's changed since the last time I was there, they screen all arrivals for temperature at SIN, so the clinic step would be redundant :-)
