Are there any data points on how bad the non-fast track lines are for departure immigration in the evening? Have not finalized plans yet, but will likely be flying on JL 70 (11:45pm) departure. I want to think that the regular lines for departures won't be too bad around 9pm, but some posts suggest otherwise. I would appreciate any information on this.

This will be shortly before Lunar New Year, and I know that might be a factor.
