You will not be charged, regardless of the economy seat, you eventually end up in. The seat will likely, be not guaranteed, assigned at checkin. You will not be able to select an Economy Plus seat but you may be assigned one for free (but will not be able to change to a different E+ seat for free {unless you have UA elite status}, but the GA might do it).
