Got a conversion question; does the max-out timer reset every calendar year or qualification year? and how does that work when you qualify for a higher tier?

E.g. Silver atm. Qualifying goes march-march. Looking to convert maximum amount of avios. Conversion triggers Gold.
Do I need to wait until next march to convert again?
Or could I convert straight after hitting gold?
