Is this new? Last time I originated at LAX was just a couple of months ago and regular uber dropped me off at T3 in what seemed like the most logical location for departures.
Nevadan meant arrivals. Non-Uber Black and taxis are not supposed to drop off on the lower arrivals level and my personal experience runs about 50/50, some will and others won't. Worst case you just have to take the escalator or elevator down to the D1 checkin but it does seems like Delta should have enough sway with LAWA to make a clear exception and communicate that to drivers.
