Interestingly enough when you mentioned the underlying L fares. I actually had a rep (last year ?) tell me the same thing, that it had to be available or else they couldn't book it (I think I had used Matrix, found one, called in and fed the flights to the agent and they looked through and hemmed and hawed about why I couldn't use the Reserve cert and then said, Oh it's because L isn't available, even though I and Z were).
Whether or not that was true, I don't know. But I've seen/heard it before.
If there is no L availability, there wouldn't be any Z fare availability even if Z bucket was open. Domestic FC fares are dual-inventory (other than full J fares) and Z class fares require both Z inventory and L/U/T/X/V as those fare basis FC fares book into Z booking class. I class FC fares have Q/K fare basis codes and companion cert should theoretically still be usable if there is only Q/K open and there is also I class availability. At any rate, both LGA-EYW non-stop and DL988/DL2815 should work and also have L inventory open. DL342/DL1472 doesn't work because it's down to I1. If you use multi-city on ITA Matrix to check hop-by-hop, it doesn't check married segment avialability and would erroneously show DL342/DL1472 as having I class available for 2 pax.
