Upgraded to Business - refund other cabin seat selection?

Upon checking in, the website offered me to buy up to Business for $490 ORD-MAD. A few days ago I got an email that my bid to upgrade for $800 was rejected. How odd!

I had been booked in premium economy and had to pay for seat assignments. Can I get a refund for the seat assignment fee since I’m not in those seats anymore?
