My understanding is that the CAA has recently certified most of the equipment with club suites to allow for pillows and blankets under the footwell but not small bags. Each type of seat needs to be certified which is why it might seem to be inconsistent. So while you might get away with a small bag don’t count on it unless you put the pillow in front of it. So you might hear different opinions here because the equipment type matters and certification has been fairly recent
