All of the data must be for final destination, not the destination of the UA flight. It’s the only reason FRA can be #10 on the list. So the list of destinations in Europe is closer to a hundred than it is to 10.
It's only for destinations that UA flies to, but including codeshares so it picks up the O&D for the LH FRA flights. For destinations that UA doesn't fly to, I suppose it would be reasonable to either include those in the last airport in the routing that UA serves, or drop those data points entirely, we'll never know.
