Yes, the standard announcement is that bedding may be retained in the footwell. That said, and given that the footwell is constricted enough, I would say it's best and safest practice not to have anything there apart from your feet during taxiing, take-off and landing. If you have mobility constraints and need a bag after take off, a crew member will bring it down from the overheads, just ask nicely and keep the bag light.
