I tried to do a TWOV on my return at PEK from HKG (US citizen) and was denied because I didn't have an overnight stay just 5 hr layover. Fortunately my Thai GF had one entry left on a multi-stay Chinese visa so she retrieved our bags and rechecked them. No problem on the first leg of our PEK-LAX-HKG-PEK, with TG positioning flights, as we overnighted at the JW Marriott so you should check if you qualify for TWOV because my trip was a few years ago.
