Unsure if AY took their decisions to go spendbased using the same consultancy reports, but if so then AY might be in the same boat and this thread might give some insights.

There is a huge difference between BA and AY for required spend in order to reach OWE. Considering that BA was maybe easiest to reach OWE before update, now it is in the other end of the spectrum.
