It used to the case that BAH almost never charged a change fee if you were upgrading and had only paid the deposit so far, despite their terms allowing them to do so.
For some reason (I assume to try to increase profits) this is not the case now sadly.
If you were trying to upgrade online then it would still be worth phoning and speaking to someone.
