On LHR-HND the map on EF is showing 30DF as taken and that 30E is still blocked. The same is showing on the return flight

That 30E is not currently allocated to anyone, I wouldn't take as being permanntly blocked, just that no one can select it currently

It could well be that those seats have been allocated to other passengers with infant
