This is kind of odd. I have a reservation at PH Kyoto (I know it is a different market) in January next year and they were able to book some pretty high end restaurants for me with no issue. When I was at Andaz Tokyo earlier this year they were able to book for me as well. I thought they will usually ask you what restaurants you want and then if they are online only then they will tell you so.
The problem with some of these online platforms is that some will charge a hefty booking fee (I think pocket concierge used to charge around $50) and some are not that user friendly for foreigners.
