If you really don't want to wait on line on arrival at either NRT or HND, just a reminder that there is always the option of getting an APEC card (this is discussed in another thread here). For example, at SFO, you can apply whenever the Global Entry office downstairs in the international terminal is open, no appointment required.
APEC cards are most certainly not an option for most people, as it requires people to be traveling for business reasons (and having a job that entails such). TTP is a viable option for many people who visit at least twice in a single year, but there are still a lot of hoops to jump through and the three year validity is a bit of a joke.
