I spoke on the phone to Finnair customer service. The agent I spoke to seemed to say that aside from the final waitlist processing at T-48, or if the system "opens" new seats as award/upgrade seats rather than cash-ticket only inventory there will be no movement from the waitlist into upgrades being confirmed. And emphasis on the process being "automated", so there is nothing Finnair agents can do before T-47.
