Outside those special cases, Conditions of Carriage generally don’t prohibit temporary overshooting or direction reversal, as long as the passenger enters once, exits once at a different station, and pays the correct origin-to-destination fare.

That distinction is why, in most situations (including terminals where trains reverse direction), travelling A → B → reverse → C is treated as a normal A → C journey, whereas in a few explicitly announced locations the railway asks passengers not to do this for crowd-management reasons.

So my understanding is that the Kanda example is an operational exception to the general case that one can go in reverse and turn around under the Conditions of Carriage.
Some tickets specify the routing. Then there are tickets no routing is specified, such as a 330 yen ticket from Haneda Airport Terminal 3. When the routing is not specified on the ticket, there is a rule on the contract of carriage (運航契約) stating that you cannot pass through a station more than once. Hence, traveling from Haneda Airport Terminal 3 - Haneda Airport Terminal 1/2 - Haneda Airport Terminal 3 - Shinagawa is not allowed because you go through Haneda Airport Terminal 3 station twice. The same reason the Tokyo station trick from Kanda station is not allowed because you will pass through Kanda station twice.

From Kanda station, buying a 230 yen ticket to Nakano, routing such as Kanda - Tokyo - Shinagawa - Shibuya - Shinjuku - Nakano is allowed instead to Kanda - (Chuo Rapid Line) - Shinjuku - Nakano because not go through the same station twice or more as long as not going out of any station before reaching Nakano by going thought the ticket gates.. This part of the contract of carriage (運航契約), not an operational convenience.
