You can absolutely book Business Lowest (P) through Aeroplan, which does not qualify. It's more complicated than that.
It will depend on whether their system considers it "paid" or not, and if it was booked through Avion's portal, it won't earn SQx, so I think there's some ambiguity there.
I thought the AP business low booked into a different fare bucket; I was wrong as confirmed by a recent booking.
