I didn't see any staff hanging around. They were busy cleaning after the morning rush. It took an hour or so for them to make it look good.
As nearly always, it is a management issue. The quality of the food, enough trained staff - all falls back to the management and if the owner does not provide enough resources, the management should just resign. Harsh? Maybe, but if the management have any self confidence, they should not accept too little resource to run a lounge at a major airline group in Europe, as LHG is.
