Bulgari's competitor is really Aman, not the FS. One of the main reasons they are cheaper than the Aman is the smaller base room size, like you said.

Bulgari is half the size of FS in terms of number of rooms. It also feels way more private and intimate. FS Otemachi is a great hotel but the lobby is busy all the time, especially because of their F&B outlets like Virtu. Service at Bulgari is also elevated and more personalized. For example, they do in-room check-in for all guests. Breakfast at Bulgari is a la carte but you can basically order whatever you want / mix and match the menus. FS has a more extensive buffet. There are outdoor spaces everywhere at Bulgari for lounging, at the pool, restaurant, bar, etc. I think FS Otemachi is great value, especially with 3rd night free when available, but Bulgari is the better hotel and the higher pricing is justified. They are also running a great 20% off + enhanced credit summer offer through STARS.
