I think the spirit of the rule is simple. Say you book a flight with a connection because it is (usually) cheaper, then want to SDC to a direct flight. It would be a way for people to bypass O/D pricing. To me it makes sense that one cannot SDC to a different connecting itinerary without some sort of IRROPs on INVOL situation.
