This is a known issue. We just completed three QR J rewards for 2 passengers in the last week. Only one of the three had the baggage endorsement correctly attached.

I texted AS at 82008 with the following message.

Hello,

I have 2 upcoming QR rewards ABCDEF, and FEDCBA. Neither of these reservations has a baggage endorsement attached. It is a known issue. Can you please forward it to the International desk for resolution?

The Phoenix agent kept the chat open until she was able to talk to the international desk directly. She returned to advise that the request had been queued and that it could take up to a week to be completed.

I checked the itineraries on QR about 2 hours later and the baggage endorsement was present on both.

I would perhaps try that avenue first.
