Hertz is a scam operation. The safest course is not to rent with them. But that doesn't excuse their unethical/illegal conduct. So cut with the blame the victim nonsense.
So you don't recommend taking actions to protect yourself against possible scam operations or honest mistakes -- whether by Hertz or any other rental company? That strikes me as a very foolish approach.
