If one cuts all benefits for Gold and Silvers (assuming many have a Delta credit card that takes care of the checked luggage fees) then there is no incentive for Silvers and Golds to choose Delta and to select Main rather than Basic. So, I think it makes most business sense for Delta to keep at least some of the perks (like exit row seating and "last minute" C+) available for the lower-level elites.
