No speed limits within data cap, but they do prioritize Skinny traffic as secondary to Spark, while all the third party resellers are prioritized below that. I noticed my connection beng throttled exactly once during 4 years ion NZ, and that was when I was walking past a sporting event once where presumably 30+% of the 60k crowd were on Skinny or Spark and everyone's phone was trying to connect to the same tower.
My experience in Australia earlier this year is that they do tout being able to order and provision prepaid e-SIMs within their apps.
However, the apps are not available on the US App Store so Americans are out of luck. Well one or two carriers were exceptions.
Hopefully the situation changes as more carriers distribute e-SIMs online, without having to go into shops. Some carriers like Vodafone in Australia required you to get a prepaid SIM card and then the stores were suppose to help you convert them but prepaid service wasn't a priority for many shops
