It’s not steam. Someone with more knowledge will doubtless come along shortly, but there are two main de-icer types - one orange; one green. The orange one is hot (and does chuck off a lot of steam) and is used to remove ice. The green one is thicker and is more of a protective layer to prevent ice from re-forming.
