That's not true. I've used the credit toward a meal that's is less than $150 before t&t, but more than $150 when adding t&t. I got back $150 from Chase.
In your case, you already used $17.48 previously, so you only had $132.52 left. That's why on your second restaurant charge, you only got $132.52 credit back.
