Between the 2 hotels :
- location and availability of public transportations: it all depends what you have to do in Tokyo. I would say the Mercure is slightly more "central", but the difference is minimal. Public Transports available at the foot of both hotels.
- Rooms : better (larger) at Pullman
- Club lounge : maybe a slight advantage for the Mercure (for the size and ambiance).
- price : usually Pullman is more expensive
Both hotels are good, so I would choose the one that better fits the location you prefer and the max price you want to pay. For a double occupancy of the room, I would choose the Pullman, unless you want to book the suite at the Mercure.
Thank you for the review, I ended up staying in the Mercure for the last few nights in the end. The room was very small but easily manageable as we weren't in the room for too long everyday.
We actually enjoyed the Mercure more than the Pullman! The Pullman felt very business like (completely understandable) and service felt very minimal and given when needed. The Mercure staff felt much warmer and helpful. The lounge in the Mercure felt far better for the ambience and food/drinks available.
