I would only imagine so. If I was a card holder and assuming I did not get the card for free, I may well drop the card if my Diamond membership was essentially no different to the Gold membership, which is drop lounge access from Diamond.
On that thought, I can imagine Hilton having an issue if they allow too many property owners to changes their Executive Lounges to "Club" lounges so as to remove Diamond access to them.
