That is what you think and it is clear that if 810 airlines existed, they would not offer it but not everybody shares your view and if an airline offers it, that must be because they think that it does influence passenger behaviour. Airlines are not philanthropic organisations that spend money for the benefit of passengers just out of the goodness of their management and shareholders' hearts. They do it because they think it contributes to the bottomline. AFKL offer it so, for the purpose of this discussion, it seems to me that we have to accept that the design of FB is in part premised on the principle that it does influence passenger behaviour. I don't think that anybody thinks that it is the number 1 deciding factor in most FFP members but it does contribute. You may not "adjust" your travel pattern for 10 years just to earn lifetime status but, if several airlines and FFPs are feasible for you, the fact that one of them offers an FFP may be a factor pushing you towards choosing that airline and FFP programme as your primary carrier/programme, not in an "adjustment" type logic, but in a kind of basic "strategic" type decision as to FFP affiliation.
If AFKL shares your view, the sensible decision for them would be to close the PfL programme to new entrants altogether, not to increase the cost of acquiring PfL status.
