This is a PVG airport restriction, not a CA one. Should the OP's routing take him through PEK it would have been fine.

PVG only allows baggage through-check for only a handful combination of connection flights. CA-CA is supported, but CA - any other airline is not. LH can only interline to NZ at PVG.
