If you have a Costco Card the Costco Travel website is an invaluable resource to get good rates with Avis/Budget/Alamo/Enterprise. As was stated leverage your memberships to get status. Also watch Priceline like a hawk (stay away from the garbage rental car companies), but there can be good pay later deals on any of the "good" rental agencies. You may have to put some work in, but I just paid $779 all in for a Luxury Car for 17 days at PHX using the above methods, have a 11 day Premium SUV booked with Alamo for over Christmas as MSP as well for under $700. All using completely above board methods. I have access to a very good rate with Hertz (that I am allowed to use and have ID to be able to use) but Hertz increasingly gets lumped into those "garbage" rental car companies, would rather pay more then the hassle of dealing with them.
