Belatedly found out both cash purchase and redemption can add FFP. I've been told this feature existed for some time but perhaps before these new internal memo changes, I didn't make use of these features (I would ticket first then sort out the FFP and seat assignment by calling the operating carrier).
A further edit on phone cash bookings and phone redemptions:
Agent 1: can add Cathay numbers only.
Agent 2: can add partner FFPs.
Again YMMV. I wonder will I come to a situation where I grabbed a seat (particularly last seat(s)) and then then I find out I got Agent 1 before I finalise the booking...

Edit 21:11: actually with Cathay redemptions there’s an option to enter FFP if redeemed online? See below. Just that perhaps until recent crackdown, we’ve never really had to use it:
